Description / Scope of Work
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa invites electronic bids for three youth development infrastructure projects under the Single Stage – Two Envelope E-Bidding System via the E-PADS portal. The works comprise establishment of a Jawan Markaz (youth centre) at Parachinar in Kurram District with estimated cost PKR 151.42 million (C4 & Above category), establishment of a Female Gymnasium and Fitness Club near Baisakhi Football Ground, D.I. Khan valued at PKR 234.833 million (C3 & Above category), and construction of a Horse-Riding Club at D.I. Khan with estimated cost PKR 121.224 million (C4 & Above category). All three projects are part of the Youth Development Package under ADP 2025-2026 and are located across Khyber Pakhtunkhwa province.
Eligible bidders must hold active registration with Pakistan Engineering Council (PEC) in the required category with demonstrated experience in relevant field specialization. Bidders must also be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and maintain active status on the Active Taxpayers List (ATL). Each bidder must furnish bid security equivalent to 2 percent of the engineer's estimate along with any additional security as prescribed under KPPRA S.R.O. (14)/Vol: 1-24/2021-22. Critically, bidders must have successfully completed at least two similar nature projects during the preceding five years, each valued at not less than 70 percent of the engineer's estimated cost; joint ventures are not permitted. Bidders must also demonstrate ownership or valid lease agreements for key construction equipment including excavators, rollers, compactors and concrete mixers.
Bid documents must be submitted electronically through the EPADS portal at https://kp.eprocure.gov.pk/ on or before 22 September 2026 at 12:00 PM, including Technical Bid, Financial Bid, CDR and rate analysis. Hard copy CDR must reach the office of the Deputy Director Works at Peshawar Sports Complex near Saddar, Peshawar Cantonment by the same deadline. Technical bids will be opened on 22 September 2026 at staggered times (12:30 PM, 1:30 PM and 2:00 PM respectively for each project), with financial bid opening dates to be announced post-technical evaluation. Bids remain valid for 90 days. Bidders must provide a no-litigation certificate with the procuring entity and all information must be factual; any misrepresentation or fake documentation will result in bid rejection and potential blacklisting with PEC.
