Description / Scope of Work
City Police Office, Faisalabad invites sealed bids on a framework basis for the purchase of Mobil Oil and Lubricants for the financial year 2026-27. The total estimated value of this procurement is 35 million Pakistani Rupees. The procurement will be awarded as a whole to a single qualified bidder. Interested firms engaged in trading and registered with the taxes department (Income Tax, Sales Tax, and Punjab Sales Tax) are eligible to participate. The bidding documents contain detailed specifications, quantities, and estimated costs for all required items, and are available for download from the PPRA website www.ppra.punjab.gov.pk for information purposes.
Eligible bidders must be firms or individuals registered with relevant tax authorities and not blacklisted by PPRA or Punjab Police. A bid security of 2 percent of the estimated price must be submitted in the form of a Call Deposit Receipt (CDR), Bank Guarantee, Demand Draft, or Pay Order in favour of the City Police Officer, Faisalabad, along with the technical proposal. Bids must be submitted under a Single Stage-Two Envelope procedure, with separate envelopes for technical and financial proposals. The bidder must submit a completed Technical Form-A checklist as an essential prerequisite. Bidders are responsible for examining all tender documents, terms, conditions, and specifications carefully, and any ambiguous, conditional, or incomplete offers will be treated as non-responsive.
Bids must be uploaded to the PPRA Punjab e-Procurement System on or before 5 September 2026 at 10:00 AM. Late bids will be rejected. The technical proposals will be opened first at the City Police Office in Faisalabad, while financial proposals of technically accepted bids will be opened publicly on the same day at 11:00 AM in the presence of participating bidders. Interested bidders may obtain further information from City Police Office, Faisalabad until 4 September 2026. The bidding process is governed by Punjab Procurement Rules 2014, and bid validity extends until 30 June 2027.
