Description / Scope of Work
The Chief Engineer (Centre) Communication & Works Department Peshawar invites Request for Proposal (RFP) through E-PADS for consultancy services covering feasibility study and design work for the construction and blacktopping of a road from N-55 (EAT-A University) to N-5 Main Torkham Road via DWA Jangli, Dora, Fort Stop and Shinko Chora in Peshawar, Khyber Pakhtunkhwa. This is a significant infrastructure development project with an estimated length of 43 kilometres, registered under ADP Number 2212-260405 for the fiscal year 2026-27. The project aims to improve connectivity and transportation infrastructure in the Peshawar region through comprehensive feasibility assessment and detailed engineering design.
Eligibility is restricted to shortlisted consultants and firms already registered with the Roads Sector C&W Department Khyber Pakhtunkhwa. Selection will be made using the Quality-Cost-Based Selection (QCBS) method as per the RFP evaluation criteria. Consultancies with maximum experience in detailed design work for government sector roads projects will be preferred during technical and combined evaluation. All bidders are required to register with Khyber Pakhtunkhwa Revenue Authority as mandated under KPPRA Rules 37(A) and the Khyber Pakhtunkhwa Finance Act 2013. The consultancy agreement will follow the Government of Khyber Pakhtunkhwa's Reform Initiative guidelines.
Technical and Financial Proposals (original plus one copy each) must be submitted in English by 12:00 noon on 11 September 2026. RFP documents and Terms of Reference are available from the undersigned during office hours for a non-refundable fee of Rupees 5,000 payable in cash, with collection required at least three days before the closing date.
