Description / Scope of Work
The Office of the Accountant General Balochistan invites sealed bids through the E-Pak Acquisition and Disposal System (ePADS) for the provision of janitorial services at its office located at Audit & Account Complex, Zarghoon Road, Quetta. The contract covers comprehensive cleaning and maintenance of the entire office premises including offices, toilets, open spaces, buildings, structures, and furniture. Services required include daily sweeping, cleaning, mopping and washing with detergents and disinfectants, polishing as needed, and maintenance of hygiene and sanitation standards. The contract is initially for the financial year 2026-27 and requires deployment of six janitors and one supervisor with all necessary materials and equipment. Tender reference is No. 02-Accounts/2026-27 with a scope of work covering the full administrative complex in Quetta, Balochistan.
Bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and GST purposes and must demonstrate prior experience providing janitorial services to at least three government departments or private organizations. Earnest money of Rs. 80,000 at 5 percent is required in the form of Bank Draft or Pay Order in favour of the Deputy Accountant General. Bidders must submit proof of at least three registrations, valid NTN and GST certificates, an affidavit confirming no prior blacklisting or contract termination, and detailed information on the janitorial staff and equipment to be deployed. All bidders must provide certification that they will comply with all Government of Pakistan labour laws and minimum wage requirements.
Bids are to be submitted through the ePADS portal, and incomplete bids received after the due date and time will not be entertained. The quoted price must remain valid for twelve months from the bid opening date. Payment of monthly charges will be made within 45 days of invoice receipt, subject to all applicable tax deductions. The successful bidder will be required to sign a contract agreement on judicial stamp paper based on the terms and conditions outlined in the bidding documents. The Office of the Accountant General Balochistan reserves the right to reject any or all bids in accordance with PPRA Rules.
