Description / Scope of Work
The Directorate of Works and Civil Engineering (DW&CE) under the Pakistan Navy, Sector E-8, Naval Complex, Islamabad invites applications for pre-qualification of firms and contractors to undertake five distinct civil works projects in accordance with Clause 13, 15 and 16 of PPRA Rules 2004. The scope includes rehabilitation of civil works at Karachi, repair and roof treatment of residential accommodation at Mauripur, construction of civil work at Karachi, construction of first floor on existing accommodation at Makran, and construction of first floor on existing building at Sujawal. These projects span multiple naval locations across Pakistan, representing medium-scale civil construction and rehabilitation works.
Eligible applicants must be firms or contractors enlisted with the Military Engineer Services (MES) in category A or B, or possess equivalent experience with other government departments in similar civil works. All applicants must be registered with the Pakistan Engineering Council (PEC) and maintain valid registration until 30 June 2027. Applicants are required to provide detailed company profiles including descriptions of similar completed works from the last five years with sponsoring agency names, costs and performance reports, list of enrolled manpower with PEC-registered engineers, inventory of tools and plants, bank statements for the preceding two years, and valid NTN, FBR, PEC and MES registration certificates.
Qualified firms will be required to deposit bid security equal to two percent of the quoted tender cost in favour of DW&CE (Navy) Islamabad. Tender documents will be issued only to prequalified firms. All applications must be submitted to HQ DW&CE (Navy) Sector E8, Naval Complex, Islamabad by 1130 hours on 7 September 2026, with bids to be opened at 1200 hours the same day. Bid evaluation will follow criteria established by HQ DW&CE (N), and the accepting officer reserves the right to reject any or all applications under PPRA rules 2004.
