Description / Scope of Work

Pakistan Navy Military Engineer Services, GE (Navy) Logistics Karachi invites applications for pre-qualification of firms and contractors to undertake thirty miscellaneous works packages across multiple naval facilities in Karachi, Sindh Province. The scope encompasses repair and maintenance of PN Dockyard facilities, miscellaneous provision and installation works at Naval Ship Sensor Depot (NSSD), repair and overhauling of water supply systems, electrical works, furniture provision and installation, Building and Renovation (B&R) works in various sectors, and turnkey construction (TC) works for electrification projects. Work locations include PN Dockyard, NSSD Area, HQ COMLOG, VSD PNS Karsaz, KNCRE Lyari, and B&R North and South sectors. The tender covers both decorated and non-decorated civil works with diverse technical requirements ranging from plumbing and electrical services to carpentry and structural repairs.

Eligible applicants must be firms or contractors borne on the approved MES contractors list according to their contractual limit, or have equivalent experience from other Government Departments. Bidders are required to furnish a valid GST Registration Certificate, National Taxes Number or CNIC for online verification, evidence of personnel (skilled and unskilled), machinery and equipment details, and bank statements. Contractors not on the MES approved list or those suspended due to non-deposit of enhanced standing security must deposit earnest money equal to 2% of estimated bid cost in the form of a Fixed Deposit Receipt pledged to GE (Navy) Logistics Karachi, subject to security clearance. This amount is refundable if pre-qualification is denied or the tender is not secured.

Applicants must submit a detailed proforma documenting similar works executed in the last two years, including description, sponsoring agency, work amount, completion period in months, physical completion date, percentage progress if work is ongoing, and performance reports from the sponsoring client. Pre-qualification applications close on 3 September 2026, while formal tenders must be submitted by 10 September 2026 at 1100 hours and will be opened the same day at 1130 hours. Bid documents, specifications, drawings and un-priced bill abstracts may be collected free of charge from GE (Navy) Logistics Karachi during working hours on telephone 021-32313078. The accepting officer reserves the right to reject all bids or proposals at any time prior to acceptance without justification.
