Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of defence stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). This is a general invitation to tender governed by PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2019). Bidders are required to familiarize themselves with the applicable procurement regulations before participating. The procurement is based at the Naval Residential Complex, E-8, Islamabad, and involves technical and commercial evaluation of bids.
Eligible bidders must possess requisite technical and financial capability and be registered or willing to register with DGDP (Directorate General Defence Purchase) to qualify for contract award, which is subject to security clearance. Tenderers must submit earnest money as specified, provide proof of income tax filing and sales tax registration, and furnish bank challans, authorization letters where applicable, and technical compliance documentation with detailed specifications. Bid documents include Form DP-1 (General Instructions), Form DP-2 (Schedule to Tender), Form DP-3 (certification), and Form DP-19 (standard contract form) as per defence procurement standards.
Tenders must be submitted in three sealed envelopes: Envelope 1 containing technical offer in duplicate with all prescribed documents and compliance metrics, Envelope 2 containing earnest money only, and Envelope 3 containing the commercial offer with pricing. Technical offers will be opened first, half an hour after the tender closing time specified in DP-2.
