Description / Scope of Work
The Directorate of Procurement (Navy), operating through Bahria Gate near SNID Center in the Naval Residential Complex, E-8, Islamabad, invites sealed tenders for the supply of stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). This invitation is issued under the framework of PPRA Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2019). Prospective bidders must acquaint themselves with these regulations and the terms and conditions laid down by the Ministry of Defence Production and Directorate General Defence Purchase (DGDP) before participating. The procurement is governed by the law of Contract Act 1872 and DGDP contract Form DP-19.
Bidders must be registered or willing to register with DGDP and possess requisite technical and financial capability to qualify for contract award, which is subject to security clearance. Firms are required to submit income tax filing proof and sales tax registration proof along with their bids. Where applicable, principal authorization letters and invoices (muted without price) must be included. A Bank Challan and DP-3 form (duly filled and signed) are mandatory. If registered with DGDP, a registration letter must be attached.
Tenders must be submitted in three separate sealed envelopes: Sealed Envelope 1 containing the technical offer in duplicate with all required documentation and compliance remarks, Sealed Envelope 2 containing only earnest money, and Sealed Envelope 3 containing the commercial offer with one original copy each of the firm's commercial offer, principal invoice (where applicable), and duly filled DP-2 form. Technical offers will be opened half an hour after the scheduled tender opening time.
