Description / Scope of Work
The Foot and Mouth Disease Research Centre, Lahore, a government institution under the Government of the Punjab, is procuring 157,000 numbers of disposable cell culture flasks with a minimum surface area of 175 cm² for the financial year 2026-27. This is a non-development procurement with an estimated contract value of PKR 51.20 million, to be supplied within 120 days following issuance of the purchase order. The procurement is being conducted through the Punjab e-Procurement System and welcomes qualified importers and distributors to submit bids.
Eligible bidders must be registered with the Sales Tax Department and provide their Sales Tax Registration Number (STRN) and National Tax Number (NTN) on both technical and financial proposals. Bidders must clearly indicate whether GST is included or excluded from their quoted price, with exemption proofs where applicable. A bid security of PKR 2% of the estimated price (PKR 1,024,000) is required in the form of a bank guarantee, call-deposit, demand draft, pay order, or banker's cheque valid for 90 days beyond bid validity. Proof of professional tax registration for the current financial year must accompany the technical proposal. Original bid security instruments must be submitted before or at technical bid opening, with copies uploaded to the Punjab e-Procurement System. Technical bids must include samples in original packing, technical literature, CNIC copy, and active Sales Tax registration proof. Financial bids will be evaluated on specification compliance, sample test reports, and least cost basis under whole evaluation methodology. Bids must be submitted by 11:00 AM on Thursday, 10 September 2026, with opening scheduled for 11:30 AM the same day. The winning bidder must obtain a price reasonability certificate, defective supply replacement certificate, and pay 0.25% stamp duty before purchase order issuance. Performance guarantee of 5% of the order value and a 90-day bid validity period are required.
