Description / Scope of Work
The Trade Development Authority of Pakistan (TDAP), a statutory autonomous organisation under the TDAP Act 2013, invites bids for procurement of stationery and other general items for TDAP headquarters in Karachi, Sindh through an e-procurement portal (e-PADS). This is a framework agreement for a one-year period extendable for another two years, with placements to be made on the basis of lowest evaluated bids. The procurement scope covers various general and consumable items required for office operations. Vendors and agencies must be registered with the Federal Board of Revenue or possess Sales Tax Department active taxpayer list (ATL) status to participate. The procurement shall be conducted through the Single Stage Two Envelope Procedure in accordance with the Public Procurement Rules 2004, with all bids to be submitted electronically via e-PADS portal.
Eligible bidders must submit their bids through the e-PADS platform and are required to accompany each bid with a non-refundable tender processing fee of Rs. 5,000 in the form of a Pay Order or Bank Draft drawn in favour of TDAP. A bid security worth Rs. 300,000 in the form of a Pay Order or Bank Draft is also mandatory. All applicable taxes, duties and levies shall be deducted at source by TDAP in accordance with government laws and regulations. Bidders must hold valid FBR or ATL registration to be considered for evaluation.
Bidding documents containing detailed terms and conditions are available on the e-PADS portal (www.epads.gov.pk) and the TDAP website (www.tdap.gov.pk). Interested bidders must submit non-refundable tender processing fees and bids electronically on or before 11:00 a.m. on September 10, 2026, with opening scheduled for the same day at 11:30 a.m. TDAP reserves the right to reject any or all bids in accordance with the Public Procurement Rules 2004.
