Description / Scope of Work
The Federal Government Employees Housing Authority (FGEHA) invites proposals for the establishment and operation of a state-of-the-art community center on a gross revenue-sharing basis in Sector G-13/4, Islamabad. The project encompasses approximately 6,825 square yards and will be delivered under a Design, Finance, Build, Operate, Maintain and Transfer (DFBOM) model. The concessionaire will be responsible for designing, financing, constructing, operating and maintaining the community center for a concession period of 20 years from the Effective Date, extendable once for up to 10 years at FGEHA's sole discretion. The construction period is capped at a maximum of 24 months from site handover, and the project will be executed in Islamabad, Federal Territory.
Eligible bidders must meet mandatory pre-requisites and technical evaluation criteria, achieving a minimum threshold of 80 marks out of 100 to advance to financial evaluation. Bidders are required to submit a bid security of PKR 2,000,000, valid for at least 180 days from the proposal submission deadline. The minimum gross revenue share expected from the concessionaire is 10% of gross revenue, exclusive of taxes payable by the concessionaire. A performance security of PKR 10,000,000 will be due within 15 days of the Letter of Acceptance. Proposals must be submitted in Pakistani Rupees in English language.
Bid documents are available through the e-Procurement system EPADS v1.0 at https://eprocure.gov.pk/. The pre-bid meeting and site visit are scheduled for 31st August 2026 at 1:00 PM, with clarification deadline at 12:00 PM on the same date. Proposals must be submitted by 16th September 2026 at 12:00 PM to the R&I Section, FGEHA Head Office, 10-Mauve Area, G-10/4, Islamabad.
