Description / Scope of Work
Port Qasim Authority invites prequalification applications from private parties for the establishment of a Multipurpose Cargo Terminal on Build, Operate and Transfer (BOT) basis at Port Qasim, Karachi, Sindh. The selected private party will be responsible for design, financing, construction, operation, maintenance and eventual transfer of the terminal to expand Port Qasim's cargo handling capacity. This is a major infrastructure development project requiring comprehensive technical, financial and operational capabilities. The project scope, detailed requirements and technical specifications are outlined in Section 1.1 (Introduction) and Annexure A (Project Information) of the prequalification document.
Prequalification evaluation will assess applicants based on their capabilities, competence and available resources relevant to the project, in accordance with the Public Procurement Rules. Applications must be prepared using the standard formats provided in Section 6 of the prequalification document; applications not in prescribed format will not be considered. Applicants are strongly encouraged to undertake independent site assessment at Port Qasim prior to submission, with all associated costs borne by the applicant. PQA reserves the right to cancel the selection process at any time subject to Public Procurement Rules provisions.
