Description / Scope of Work
Pakistan Navy Military Engineering Services invites prequalification applications from contractors and firms for provision, construction, repair, maintenance and engineering services at Mauripur, PN Dockyard, NSSD and Lyari in Karachi, Sindh. The scope encompasses four categories of work: provision and construction of facilities; repair, maintenance and abnormal repair works; technical construction of internal and external buildings, engineering workshops and fuel and storage facilities; and supply of fresh water through bowzers to miscellaneous stations. Work costs are at par with those shown in tender documents. The tender is issued under PPRA Rules 13(1) and 28 of 2004.
Eligible bidders must be firms or contractors borne on the approved MES contractors list or equivalent government department lists, commensurate with their contractual limits, and must have executed similar works during the preceding two years. All applicants must provide details of comparable projects including work amounts, timelines, commencement and completion dates, and progress percentage. Contractors must furnish evidence of skilled and unskilled personnel, machinery and equipment, bank statements, GST registration and NTN certification. Pakistan Engineering Council registration with renewal for 2020-2021 is mandatory. Contractors not on the MES approved list or those suspended due to non-deposited security must lodge earnest money equal to 2% of estimated bid cost as fixed deposits or certificates of deposit pledged to CMES (Navy) COMLOG Karachi, refundable if not pre-qualified.
Applications for prequalification must reach CMES (Navy) COMLOG Karachi by 1500 hours on 14 September 2026. Tender documents will be issued on 14 September 2026. Completed bids must be submitted by 1130 hours on 18 September 2026 and will be opened at 1200 hours the same day. Interested parties may contact the CMES (Navy) COMLOG office between 0800 and 1430 hours on all working days for further information. Contractors may attend the tender opening if desired.
