Description / Scope of Work
The Public Health Engineering Division Karak-I, Government of Khyber Pakhtunkhwa, invites online electronic bids from eligible contractors for the execution of 27 separate water supply, sanitation and infrastructure works across seven southern districts of Khyber Pakhtunkhwa including Karak, Kohat, Hangu, Bannu, Lakki Marwat, Tank and D.I. Khan. The tender covers installation of tube wells, solar-based water supply systems, small-scale drinking water supply schemes, and PCC street construction. Individual project costs range from PKR 2.2 million to PKR 15.15 million, with combined estimated value exceeding PKR 190 million. The procurement is conducted under Single Stage Single Envelope procedure via the E-PADS system in accordance with Khyber Pakhtunkhwa Public Procurement Rules 2014 as amended.
Eligible bidders must hold valid Pakistan Engineering Council (PEC) registration, active KPRA registration and FBR certificate, KP Central Enlistment Registration, and provide an affidavit regarding non-blacklisting on stamp paper. Form-H or SECP registration is required where applicable. Bid security shall be submitted as a Call Deposit Receipt equal to two percent of the estimated cost in favour of the undersigned with applicable stamp duty, valid for 28 days beyond the bid validity period. Bidders quoting ten to twenty percent below the Engineer's Estimate must submit eight percent additional security; those quoting more than twenty percent below must submit additional security equal to the differential amount with detailed rate analysis, failing which bids are declared non-responsive and security forfeited.
Bid solicitation documents are available for download from the E-PADS website prior to the closing date. Bids must remain valid for 90 days from opening date. Scanned copies of all mandatory documents must be uploaded with the online bid submission; original bid security shall reach the office through registered courier before closing. Late, incomplete or conditional bids are rejected. Opening will occur on 16th September 2026 at 01:30 PM at the Office of the Executive Engineer, PHE Division Karak-I, Tehsil Colony, Karak, near Telephone Exchange. The competent authority reserves the right to accept or reject any or all bids under Rule 47 of KPPRA Rules 2014.
