Description / Scope of Work
The Government Secondary Special Education Centre Sadar (COE), Bahawalpur, located in Punjab, invites sealed bids through the e-PADS portal for the provision of armed security guard services for the financial year 2026-27. The procurement is valued at PKR 1,500,000 and covers security services for the safety and protection of students, staff, school vehicles, assets and building infrastructure. Services are required on a full-time basis under the single-stage single-envelope bidding procedure as per Punjab Procurement Rules 2014.
Eligible bidders must be duly registered with PPRA and the Punjab e-Procurement System, holding valid registration with Income Tax, Sales Tax, Punjab Sales Tax and relevant tax authorities. A mandatory valid NOC or license for security services issued by the Home Department Government of Punjab is required. Firms must demonstrate minimum five years of experience in security services within the last ten years and must be active tax payers. A bid security deposit of PKR 30,000 (2% of estimated cost) is mandatory, submitted via 1Link or online bank transfer, with proof of payment attached to the technical bid. All documents must be duly attested.
Bidders must upload tender documents on the EPADS portal (https://ep.punjab.gov.pk) and PPRA website (https://punjab.eprocure.gov.pk) before 07 September 2026 at 10:00 AM. Bid opening will commence at 10:30 AM on the same date. The selected bidder must deposit a performance guarantee of 5% of the contract value before issuance of the provision of services order. Firms must ensure provision of immediate replacement staff for absent personnel and must guarantee minimum Government-fixed salary rates for 8-hour daily shifts and 26-day monthly schedules.
