Description / Scope of Work
The Government Special Education Centre, Ahmedpur East invites electronic bids for hiring of armed security guards to provide safety and security services for students, staff, buses, assets and building premises during the financial year 2026-27. The estimated cost of procurement is PKR 800,000 and the contract is for one year with rates valid until 30 June 2027. The centre is located near Dera Nawab Police Station on Shahiwala Road in Ahmedpur East, Punjab. Security services must be provided for the entire contract period according to laid down terms and conditions, with the successful bidder responsible for providing appropriate weapons and ammunition to security guards on duty as specified in the tender document. The bidder must clearly mention the rate per security guard per month inclusive of all applicable taxes and undertake to ensure minimum salary rates fixed by the Government of Punjab for educational institution security guards working eight-hour duty shifts.
Eligible bidders must be duly registered with PPRA and relevant registration authorities including Income Tax, Sales Tax and Punjab Sales Tax departments. Mandatory documents include a duly filled and signed original tender form, scanned copy of firm owner's CNIC, Sales Tax Registration Certificate and Income Tax Registration with NTN number. Bidders must not be blacklisted or debarred from PPRA. A refundable bid security of PKR 40,000 (5% of estimated cost) must be deposited through 1Link or online bank transfer against the generated PSID with proof of payment attached to tender documents. The successful bidder will be required to deposit an additional refundable performance guarantee of 10% of the bid price before issuance of the Provision of Services order.
Bidding documents are available on the PPRA website at https://ppra.punjab.gov.pk and the ePADS portal at https://punjab.eprocure.gov.pk from 24 August 2026. Electronic bids must be uploaded on both EPADS and PPRA websites before 8 September 2026 at 10:00 AM. Bid opening will occur on the same date at 10:30 AM in the presence of bidders or their authorized representatives.
