Description / Scope of Work
The Environment Protection and Climate Change Department of the Government of the Punjab invites pre-qualification applications from national and local companies, firms, joint ventures and consortiums for the design, construction, supply, installation, commissioning, operation and maintenance of an integrated superstation with data information platform and forecasting system under the Lahore Air Improvement Framework (LAIF) project. The project is located in Lahore, Punjab and represents a comprehensive smart environmental monitoring solution combining hardware infrastructure with digital forecasting capabilities to support air quality management initiatives. Applicants must demonstrate capability to undertake the complete scope of work without partial participation. The pre-qualification process is conducted in accordance with Punjab Procurement Rules 2014 (amended to date) and is open to all eligible prospective applicants as defined in the pre-qualification documents.
Eligible applicants must be registered with the Punjab E-Procurement System and with relevant registration authorities and tax departments. In case of companies, applicants must provide SECP Certificate of Incorporation along with latest Form A and Form 9/29 or Form V (whichever is applicable). Applicants must also provide Manufacturer Authorization Letter (MAL) Certificate during the RFB stage. Partial and conditional applications will be disqualified. The procuring agency reserves the right to reject all applications.
Pre-qualification documents are available immediately after publication on the Punjab E-Procurement System (EP) website at https://ep.punjab.gov.pk/ and the Punjab Procurement Regulatory Authority website at http://www.ppra.punjab.gov.pk/, or can be collected from the office during business hours. Applications must be submitted online through the Punjab E-Procurement System by 28th August, 2026 at 11:00 AM (subsequently extended to 31st August, 2026 at 10:30 AM) using the PDF upload method. Applications will be opened at 11:30 AM on the submission date (or 11:00 AM on 31st August, 2026 if extended) in the presence of participants who may choose to attend.
