Description / Scope of Work
This document is a Standard Bidding Documents (SBDs) template formulated for the procurement of goods by the Government of the Punjab for the financial year 2026-27. The template has been prepared by the Punjab Procurement Regulatory Authority (PPRA) in accordance with the PPRA Act 2009 and Punjab Procurement Rules 2014 to facilitate all procuring agencies of Punjab in the preparation and finalization of their specific bid documents. The SBD template encompasses comprehensive guidelines covering the scope of bidding, eligible bidders, eligible goods, cost of bidding, and all procedural requirements for transparent and competitive procurement processes across the province.
The template establishes eligibility criteria requiring bidders to be natural persons, sole proprietors, partnerships, private companies registered with relevant authorities, or public sector organizations, excluding those blacklisted or non-tax filers. Bidders must meet specific qualification requirements and provide bid security as determined by procuring agencies. The document details mandatory documentation including bid forms, technical specifications, price schedules, eligibility certificates, tax compliance proof, and performance guarantees to ensure compliance with procurement standards.
Procuring agencies are directed to obtain these standard bidding documents and customize them according to their specific procurement requirements while ensuring consistency with PPRA Act 2009 and PPR 2014. The template provides detailed instructions for bid submission, opening procedures, evaluation criteria, correction of errors, post-qualification assessment, and contract award notification. All procuring agencies across Punjab must follow this standardized framework to ensure transparency, fairness, and efficiency in government procurement of goods throughout the financial year.
