Government Mian Meer Hospital, Lahore, Punjab, invites lot-wise electronic bids through the Punjab E-Procurement (EP.Punjab) System for a framework rate contract to supply clinical laboratory supplies during financial year 2026-27. The procurement comprises five separate lots with a combined estimated value of Rs 14.9 million: Rapid Diagnostic Kits and Devices (Rs 4 million), Clinical Lab Items including vials, racks and cups (Rs 1.6 million), Clinical Lab Reagents for Chemistry Analyzer (Rs 5 million), HbA1c Testing Reagents for HbA1C Analyzer (Rs 2.5 million), and Hematology Tests Reagents for Hematology Analyzer (Rs 1.8 million). This is an open competitive procurement structured as a single-stage two-envelope bidding process. Bidders may participate in one or multiple lots as per their capacity and specialization.
Eligible bidders must possess valid National Tax Number (NTN), General Sales Tax (GST) registration, Provincial Sales Tax (PST) registration, valid Professional Tax certificate, and must be active tax payers with no record of blacklisting. Bidders must be legally authorized to conduct business in Punjab province. Bid security is calculated at 2 percent of the estimated lot value, ranging from Rs 32,000 to Rs 100,000 per lot. Bidders quoting for any lot must provide quotations for all items within that lot; omission of any item will result in automatic bid rejection. The contract will operate on a framework rate basis, with supplies delivered on daily, weekly, monthly or quarterly schedules based on hospital demand and budget availability.
The pre-bid meeting is scheduled for 6 September 2026 at 11:00 am in the Committee Room of Government Mian Meer Hospital. Bid submission closes on 12 September 2026 at 10:00 am through the EP.Punjab system portal. Bid opening will occur the same day at 11:00 am at the hospital committee room.
