Description / Scope of Work

IESCO invites bids for reconductoring and remodeling of a 132 kilovolt transmission line spanning 22.783 kilometers from Burhan to Kamra in the Federal territory of Islamabad. This is a works contract included in the Multi Year Tariff framework with an estimated value of Rs. 83,734,267 inclusive of Pakistan Sales Tax. The project involves complete reconduction and structural remodeling of the transmission infrastructure to enhance power distribution capacity and reliability. This is a national-scope procurement conducted under single-stage, one-envelope bidding methodology, indicating a streamlined evaluation process where technical and financial proposals are submitted together.

Bidders must meet IESCO's eligibility requirements and provide evidence of relevant experience in similar high-voltage transmission line projects. All bidders are required to submit a bid securing declaration as part of their tender documentation. The bidding process incorporates an integrity pact and performance guarantee requirements to ensure contract compliance and quality execution. Contractors must demonstrate adequate financial resources, qualified key personnel, and satisfactory historical performance on comparable infrastructure works.

Standard bidding documents are available from IESCO-PMU (Project Management Unit) at the Head Office located at Street 40, Sector G-7/4, Islamabad Capital Territory. Interested contractors should contact the PMU by phone at +92-319-599-2205 or email iescopmu@iesco.com.pk for clarifications or document procurement. Bids must be submitted in accordance with the prescribed schedule and evaluation criteria detailed in the bidding documents. The corrigendum number CORR-P97441-001 dated August 28, 2026, should be reviewed alongside the main document for any amendments or clarifications.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

Large-scale transmission line remodeling contract worth Rs. 83.7 million for IESCO's 132 kV network.

Single-stage bidding suggests faster evaluation timeline. Contractor must evidence substantial experience with high-voltage line works and possess qualified engineers, specialized equipment for live-line or outage work, and proven financial capacity. The inclusion in Multi Year Tariff indicates this may be first of a series; strong performance could lead to similar assignments. Tight timeline to closing (September 15, 2026) requires immediate document acquisition and proposal preparation.

Who can bid: Typically, bidders must hold current Pakistan Engineering Council (PEC) registration (Category A or equivalent for transmission works), valid NTN and SECP registration, no blacklisting by IESCO, and documented experience on minimum two similar 132 kV or higher transmission projects. The notice references IESCO's blacklisting policy; prior litigation or contract defaults will disqualify applicants. Financial net worth and annual turnover verification required.
