Description / Scope of Work
Pakistan Kidney and Liver Institute and Research Center Rawalpindi invites sealed pre-qualification documents from eligible firms for procurement of ICT hardware through the Punjab E-Procurement system in accordance with Punjab Procurement Rules 2014 (amended to date). The PKLI & RC Rawalpindi is a 250-bed specialist hospital established under the Pakistan Kidney and Liver Institute and Research Centre Act 2019, serving Rawalpindi, Islamabad, Jhelum, Attock, Chakwal, Khushab, Haripur, Abbottabad, Azad Kashmir, KPK and northern areas. This pre-qualification exercise will identify qualified vendors for future ICT hardware supply and implementation.
Eligible firms must submit complete pre-qualification applications including all mandatory documentation and supporting evidence as specified in the tender documents. A bid security of PKR 200,000 is required. Applicants must carefully examine all instructions, terms and conditions, and technical specifications; failure to provide required information or submission of non-responsive applications will result in rejection. Applications must demonstrate technical capability, financial stability, and relevant experience in ICT hardware supply.
Pre-qualification documents are available through the Punjab E-Procurement portal. The pre-bid meeting will be held on 03 September 2026 at 11:00 hours. Sealed applications must be submitted by 17 September 2026 at 11:00 hours, with opening scheduled for 17 September 2026 at 11:30 hours. Applicants are advised to review all sections including instructions to applicants, prequalification data sheet, conditions, marking criteria, application forms, and statement of requirements before submission.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a pre-qualification (not a full tender) for ICT hardware supply to a newly established 250-bed public hospital in Rawalpindi.
Successful pre-qualification leads to invitation to bid; the actual purchase value and detailed specifications are not disclosed at this stage. The 14-day window between pre-bid meeting and closing is tight for document preparation. Bid security of PKR 200,000 is moderate. This appears to be a one-time foundational procurement for a new facility rather than a recurring contract, suggesting significant hardware scope (servers, workstations, networking, medical IT systems likely needed for hospital operations).
Who can bid: The notice does not specify PEC category, registration requirements, or eligibility restrictions explicitly. Typically, bidders for government ICT hardware procurement must be registered with the Federal Board of Revenue (NTN), SECP (if a company), and possess relevant ISO certifications (ISO 9001 for quality management). Specific restrictions on firm size, local content, or authorized dealership status are not stated; applicants should verify with the Punjab E-Procurement portal.
