Description / Scope of Work

The LG&CD Civil Division Gujrat invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System for the construction of streets, drains, nullahs and culverts across ten locations in District Gujrat including Kararwala Wala, Chohan Nagar, UC Gunja, Tibba Boote Shah, UC Bruch, UC Bhaddar, UC Khwaspur, UC Karnana, Khorian and Dinga City. The total estimated project value ranges from 7.7 million to 40 million rupees across individual schemes, with combined scope representing a significant infrastructure development programme across the district. Contractors and firms must be duly enlisted and renewed with the Pakistan Engineering Council for the financial year 2026-27 and fulfil all eligibility requirements prescribed in the bidding documents. The procurement shall be conducted in accordance with the Punjab Procurement Rules 2014 as amended through the Punjab e-Procurement System.

Bidders must submit bid security equal to 5% of the estimated cost as a Digital Bank Guarantee through the Punjab e-Procurement System. Eligible contractors should be registered with the Pakistan Engineering Council and comply with all financial and legal requirements. Bidders must quote unit rates, itemwise amounts and grand total in the Bill of Quantities with no blank entries, over-writing or incomplete financial bids permitted. All bids must be submitted electronically through the Punjab e-Procurement System only; manual, courier, postal or hand-delivered bids will be rejected. Bids containing corrupted, incomplete or unreadable data infected with malware or viruses shall be declared non-responsive.

Bidding documents containing detailed instructions, eligibility criteria, specifications and conditions of contract may be downloaded free of cost from the Punjab e-Procurement System and the PPRA Punjab website at https://ep.punjab.gov.pk/auth/login. Electronic bids shall be submitted on or before 14 September 2026 at 2:30 PM and opened electronically the same day at 3:00 PM in the office of the Assistant Engineer LG&CD Civil Sub Division Gujrat. The name of the lowest evaluated responsive bidder shall be announced in accordance with PPRA Rules and bidding documents. Bids remain valid for 60 days from the date of opening unless otherwise specified. Upon acceptance, the successful bidder shall furnish Performance Security equal to 10% of the contract price through SWIFT MT760 in accordance with Punjab Procurement Rules 2014.
