Description / Scope of Work
Water and Sanitation Agency (WASA), Lahore invites bids from professionally and financially sound hospitals and medical institutes for provision of medical facility to WASA employees under a framework contract for three years. The procurement covers Category-A medical services for Allama Iqbal Town within Lahore, Punjab, with an estimated contract value of 50 Million Pakistani Rupees. The selected healthcare provider must maintain at least one branch conveniently and easily accessible to WASA patients within the town's jurisdiction. This is a town-wise lot-based procurement covering nine administrative divisions of Lahore including Gunj Baksh Town, Nishtar Town, Gulberg Town, Ravi Town, Shalamar Town, Jubilee Town, Wagha Town, and Aziz Bhatti Town.
Bidders must be registered on the Punjab e-Procurement System and possess valid registration with the Health Department and Federal Board of Revenue (FBR) National Tax Number. The bid security requirement is 2% of the estimated cost, equivalent to 1 Million Pakistani Rupees in favor of WASA Lahore, verifiable on the Punjab e-Procurement System. Only technically responsive bidders will qualify for financial bid opening. The procurement follows PP Rules-2014 and Punjab Procurement Regulations-2024 under single-stage two-envelope bidding procedure.
Bidding documents are available on the Punjab e-Procurement System at https://ep.punjab.gov.pk and PPRA website at http://ppra.punjab.gov.pk. E-bids must be submitted in PDF format through the Punjab e-Procurement System on or before 14 September 2026 at 11:30 AM. Technical bids will be opened on the same day at 12:00 PM. Bidders must quote rates against each entry of the DNIT/BOQS in their financial proposals. Bid validity period is 120 days from submission date.
