DHQ Teaching Hospital KDA Kohat invites electronic bids through the E-Pak Acquisition and Disposal System (E-PADS) for the establishment and operation of a Fair Price Pharmacy at the hospital in Kohat, Khyber Pakhtunkhwa. The procurement is conducted under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Procurement Rules, 2014, and the approved rental rates and services will remain valid until June 30, 2027, under framework contract provisions. Bidding documents containing detailed terms, conditions, specifications and requirements are available to registered bidders on the E-PADS portal at https://eprocure.gov.pk.
Bidders must be registered with the Income Tax and Sales Tax Departments and hold a valid Drug Sale License under Khyber Pakhtunkhwa Drug Sales Rules 1982 (as amended in 2017). Bidders are also required to be registered with Khyber Pakhtunkhwa Revenue Authority. The bid security is Rs. 2,000,000 (two million rupees) in the form of a Call Deposit Receipt, which must be submitted in original to the Medical Superintendent at the hospital office before the e-bid closing time. All scanned copies of mandatory documents must be uploaded through E-PADS, and attested copies must be physically submitted along with the bid security.
E-bids must be submitted through E-PADS using the single-stage two-envelope method with separate technical and financial proposals by September 22, 2026 at 11:00 am. Manual bids will not be accepted. Electronic bids will be opened on the same day at 11:30 am. A pre-bid meeting is scheduled for September 14, 2026 at 11:30 am in the office of the Medical Superintendent. Bidders who fail to submit mandatory documents will be considered non-responsive. The competent authority reserves the right to reject any or all bids under Rule 47 of the KPPRA Rules, 2014.
