Description / Scope of Work
The Public Health Engineering Division DIKhan invites electronic bids from eligible registered contractors for the construction of drinking water supply and sanitation schemes across southern districts of Khyber Pakhtunkhwa. This procurement covers five sub-schemes with a combined estimated cost of approximately PKR 458,067 and includes installation of solar-based small scale bores, union council dewalas with water supply infrastructure, construction of streets with drainage and sewer lines, and borehole installations at PHED office and Mohala Adam Khel Wanda Meherdil. The works fall under ADP No 251122 for the fiscal year 2025-26 and represent critical water and sanitation infrastructure development for the region. Bidding will be conducted through single-stage two-envelope procedure via ePADS with technical and financial bid evaluation criteria as outlined in the bid solicitation documents. The estimated total project value spans multiple schemes ranging from PKR 3,182 to PKR 205,679 per sub-scheme, addressing urgent water resource management and public health needs in DIKhan's southern districts. All bids must be accompanied by a bid security equal to two percent of the bid cost in the form of a call deposit in the name of the Executive Engineer PHE Division DIKhan, with stamp duty as mandatory. Bidders must submit technical and financial bids through ePADS before the closing deadline with readability and completeness requirements strictly enforced to avoid bid rejection on grounds of non-responsiveness. The financial bid opening will be announced following technical bid evaluation, with unopened financial bids of unqualified bidders to be returned.

Five sub-schemes for water supply and sanitation in DIKhan's southern districts, ranging from PKR 3.2M to PKR 205.7M.
Notable: tight September 2026 deadline, mandatory 2% bid security in approved form, strict online submission with hard-copy CDRs required, and readability of uploaded bids critical for eligibility. Solar-based bores and union council infrastructure dominate scope. Single-stage procurement demands careful technical compliance.
Who can bid: Typically registered with PEC in relevant category for water supply/sanitation works. Must be capable of submitting call deposits and CDRs on time; failure to provide hard-copy bid security in sealed envelope within specified timeframe results in automatic rejection. No explicit category restriction stated; check standard PEC registration requirements for D.I.Khan contracting.
