Oil & Gas Development Company Limited (OGDCL), a major national energy corporation with General Sales Tax registration 07-02-2802-001-55 and National Tax Number 0787223-2, has issued a comprehensive master set of tender document and terms and conditions applicable to all upcoming tenders using single stage one envelope bidding procedure for the supply of materials on free-on-rail (F.O.R.) basis. This is a standardized procurement framework document that will govern multiple future tenders issued by the Supply Chain Management Department (Local Procurement) based in Islamabad, Federal Province, establishing uniform rules and conditions for all participating bidders across various procurement exercises.
Eligibility is extended to all prospective suppliers, manufacturers, and authorized agents or dealers subject to compliance with national incorporation or licensing requirements established by the respective regulatory bodies for their particular trade or business sector. Bidders must submit a sealed envelope containing an original bid bond for the amount specified in each individual Request for Proposal (RFP), along with technical and financial bids. Key requirements include submission of integrity and ethics undertakings, affidavits, declarations of fees and commissions, ultimate beneficial owners information, and compliance with all annexures integral to the tender document.
Bidders may seek clarifications in writing through the SAP-Ariba Portal no later than one week prior to the bid submission deadline. The sealed bid bond envelope must be delivered to the OGDCL Reception at OGDCL House, Jinnah Avenue, Islamabad on or before the date and time specified in each tender notice, marked to the Manager (SCM) Local, Supply Chain Management Department. Bid opening shall occur as announced in the respective tender notice, with the purchaser reserving the right to increase or decrease quantities, cancel items, inspect goods through third parties, and reject non-responsive bids. Performance bonds and advance bank guarantees shall be required from selected bidders prior to issuance of Local Purchase Orders.
