National University of Medical Sciences (NUMS) Rawalpindi invites sealed bids for the supply, installation and operationalization of a complete cold storage facility with temperature range 2-8 degrees Celsius along with IP preparation and storage capabilities for the Clinical Trial Unit at CMH Rawalpindi. The project is being procured through a single-stage two-envelope bidding procedure and encompasses supply of all required equipment in accordance with detailed specifications, installation at designated locations as per end-user department instructions, and full operationalization including staff training where required. The procurement location is Rawalpindi, Punjab.
Eligible bidders must be registered companies with relevant tax and government departments including Income Tax, PPRA, and Sales Tax registrations, or hold certificates of incorporation or company registration. Joint ventures, consortiums and associations are permitted provided all members are jointly and severally liable and nominate a lead member with valid authorization. Government-owned enterprises may participate only if legally authorized by competent authorities. Bidders must maintain a valid bank account as NUMS makes all payments through crossed cheques. Bid security of 2 percent of total bidding cost in the form of CDR, DD or Pay order is mandatory and must accompany the bid; no other form is acceptable. The bid security of the successful bidder will be retained until completion of the assignment.
Sealed bids comprising separately marked technical and financial proposal envelopes inserted together must be submitted by 17 September 2026 until 09:30 hours at the Conference Room of NUMS (ATR) on Adiyala Road opposite APS Humayun Road, Rawalpindi. Tender opening will occur at or after 10:00 hours on the same day in the presence of participating bidders or authorized representatives. Bids sent by email or fax will not be accepted. Bidders must submit mandatory essential documents with the technical proposal for all imported or high-end equipment, including manufacturer authorization letters, CE mark and ISO certificates, certificate of origin, quality assurance documentation, goods declaration certificates, warranty guarantees, performance guarantees up to 5 percent, after-sales service certificates, and guarantees for spare parts availability.
