Description / Scope of Work

The Strategic Planning and Implementation Unit of the Environment Protection and Climate Change Department, Government of the Punjab, invites expressions of interest from reputed, dynamic and experienced consulting firms for third-party validation services regarding the establishment of an integrated air pollutant and greenhouse gas inventory for Punjab in 2025. This is a large consultancy engagement under the project titled Establishment of an Integrated Air Pollutant and GHG Inventory System for Punjab, to be conducted under Punjab Procurement Rules 2014 through the Punjab E-Procurement System. Joint ventures and consortiums are permitted to participate. The scope encompasses independent validation of the inventory establishment process and methodologies. Consulting firms must be registered with relevant registration authorities and tax departments. The project is based in Lahore, Punjab.

Eligible consulting firms must be registered with appropriate professional and tax authorities as required for large consultancy work under Punjab procurement rules. Firms should demonstrate prior experience in environmental consultancy, air quality assessment, greenhouse gas inventory development, or related technical validation services. There are no explicitly stated bid security or performance guarantee requirements mentioned in this notice, though these may be specified in the full request for proposal document issued to shortlisted firms. Joint ventures and consortiums are explicitly allowed to submit expressions of interest.

Expressions of interest must be submitted online through the Punjab E-Procurement System portal at https://ep.punjab.gov.pk/ on or before 21 September 2026 at 11:00 hours. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a third-party validation assignment for a provincial greenhouse gas and air quality inventory system — a specialized, likely one-off technical engagement rather than repetitive service delivery.

The procuring agency is a provincial environmental department with explicit government backing, suggesting a serious, funded project. Closing date is over two years away (September 2026), indicating early-stage market testing. Consortium participation is welcomed, suggesting scope may benefit from multi-disciplinary expertise. Firms should note that shortlisting under Rules 47–48 precedes a formal RFP stage, meaning selected firms will compete further.

Who can bid: Consulting firms must be registered with relevant professional and tax authorities. For large consultancy in Pakistan, firms typically require SECP registration (if corporate), valid NTN and FBR standing, and may need demonstration of prior environmental or emissions inventory work. Registration with professional bodies such as the Pakistan Engineering Council (PEC) or relevant environmental/technical associations would strengthen eligibility, though not explicitly mandated here.
