Description / Scope of Work

The Directorate General of Archaeology, Government of the Punjab, invites tenders for a one-year contract to operate the booking counter for sale of entry tickets at Rohtas Fort, located in District Jhelum, Punjab. This is an annual lease contract beginning from the date of agreement and issuance of the work order, with an annual bid amount plus 7.5% income tax as agreed by the contractor. The contract will not be renewed after the expiry date, and the first party reserves the right to take over charge of the booking counter immediately upon contract expiration or earlier if grounds warrant. The scope includes managing ticket sales operations at this significant historical monument site.

Eligible bidders must provide a bank draft equivalent to 5% of their bid amount as earnest money; those whose tenders are unsuccessful will have their earnest money returned. The successful bidder must deposit 10% of the tender bid as security deposit along with a bank guarantee equivalent to one month's installment and 7.5% income tax within seven days of tender acceptance. Bidders must be registered with relevant authorities, provide documentary evidence of previous experience in this trade if claimed, furnish a certificate of financial soundness from their bankers, and disclose their tax registration status (NTN or GIR number). The contractor must execute a license contract with the First Party and deposit 1/12 of the license amount along with 7.5% income tax in advance on the first to third working day of the due date.

Bidders must submit their tenders in sealed envelopes containing all required documentation as specified in the tender form, including firm name, business address, registration details, financial credentials, and the annual bid amount stated in both words and figures. The Directorate General of Archaeology will handle tender evaluation and award decisions. Bid documents should be obtained from the issuing office, and tenders must comply with all terms and conditions prescribed by the Directorate. Monthly installments must be paid by the tenth of each month, with 5% surcharge applicable for late payments, and failure to pay dues within the stipulated timeline may result in automatic contract rescission and forfeiture of security deposit.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

A one-year operational lease contract for managing entry ticket sales at Rohtas Fort, a heritage site in Jhelum district.

The contract is annual with no renewal, requiring monthly installment payments plus 7.5% income tax. Bidders must demonstrate prior experience in ticketing or similar trade operations, maintain financial soundness verified by bankers, and provide multiple forms of security deposit and guarantees totaling approximately 21.5% of annual value upfront. The tight payment discipline (5% surcharge for late payments, auto-rescission clause) and immediate takeover rights suggest the government prioritizes reliable revenue collection over contractual flexibility.

Who can bid: Bidders must be registered with relevant government authorities, provide documentary proof of previous experience in this trade, hold a certificate of financial soundness from bankers, and disclose NTN or GIR tax registration. The notice specifies class or category of firm/party affiliation with government or semi-government organizations if applicable. Typically for such contracts, bidders require SECP registration (if a company) or valid business registration, valid NTN, and no adverse regulatory history.
