Description / Scope of Work
Punjab Building Department (North Zone), through its Executive Building Division No.1 located in Rawalpindi, invites tenders from registered Engineering Firms and Contractors for various works on items rates basis as per the newly introduced e-Procurement System of the Punjab Procurement Regulatory Authority (PPRA). The tender is issued in accordance with PPRA Rules (amended to date) and requires all participating firms to be enlisted or renewed with PEC for the current financial year in the relevant category, specifications and code. Contractors must possess original PEC License mentioning requisite relevant specifications and code; those without relevant specifications code will not be entertained further. The procurement process is being conducted through the PPRA's e-Procurement System at https://ep.punjab.gov.pk to ensure transparency and compliance with procurement regulations.
Eligible bidders must be registered contractors and engineering firms with valid PEC License for the relevant category and specifications code for the financial year. Bid Security of five percent shall be submitted electronically through the Punjab e-Procurement System (www.ep.punjab.gov.pk) only; no physical financial instruments including Call Deposit Receipts (CDR) will be accepted. The system will not permit submission of bids unless the required PSID is generated and prescribed Bid Security is submitted. Bidders are required to register on the newly introduced e-Procurement System to be eligible for participation, and tender documents containing detailed requirements, terms and conditions are available for registered bidders on the system and the PPRA website at https://ppra.punjab.gov.pk.
Tender documents are immediately available after publication date. Bids submitted electronically through the e-Procurement System shall be opened on 21-09-2026 at 11:00 AM at the office of the Commissioner, Rawalpindi Division, Rawalpindi, in the presence of bidders or their authorized representatives holding attested Power of Attorney. The Tender Opening Committee shall retrieve online bids from the e-Procurement System and publicly open quoted rates at 11:30 AM. The name of the lowest evaluated responsive bidder will be announced in accordance with applicable PPRA Rules and bidding documents.
