Description / Scope of Work
The Punjab Building Department (North Zone), Executive Building Division No. 1 Rawalpindi, invites item-rate based tenders from Engineering Firms and Contractors for building works through the newly introduced Punjab e-Procurement System (https://ep.punjab.gov.pk). Tenders are invited in accordance with PPRA Rules (amended to date) for construction projects to be executed in Rawalpindi. All interested firms and contractors are required to submit bids electronically via the e-Procurement System with complete technical specifications and cost estimates as per the approved Design and Detailed Estimate (DNIT). The procurement process is managed centrally to ensure transparency and compliance with government procurement standards.
Eligibility is restricted to Engineering Firms and Contractors enlisted or renewed with the Pakistan Engineering Council (PEC) for the current financial year with the relevant category, specifications, and code applicable to the works. Contractors must produce original PEC Licenses confirming requisite specifications and relevant codes; those without matching specifications will not be entertained. A Bid Security of 5% of the total bid cost must be submitted electronically through the e-Procurement System in the prescribed manner; no physical financial instruments such as Call Deposit Receipts (CDRs) are accepted. The system will not permit bid submission without a valid PSID and properly submitted Bid Security.
Tender documents are available immediately after publication on the e-Procurement System portal (https://ep.punjab.gov.pk) and the PPRA website (https://ppra.punjab.gov.pk). All tender documents must be duly signed and stamped along with a copy of the PEC license and submitted online by 21 September 2026. Bid opening will occur on the same date at 11:30 AM at the office of the Commissioner, Rawalpindi Division, in the presence of bidders or their authorized representatives.
