Description / Scope of Work

The CMES (Navy) COMCOAST office at PNS Karsaz Karachi invites pre-qualification applications from contractors and firms for provision of furniture required in the construction of a community center for Marines at PNS Qasim in Sindh province. Pre-qualification applications must be submitted by 1500 hours on 18 September 2026, with formal tender documents to be issued to pre-qualified firms. Tenders are to be submitted by 1130 hours on 25 September 2026 and shall be opened at 1200 hours the same day. The work involves supply and installation of furniture for military personnel facilities.

Eligible applicants must be firms or contractors borne on the approved 'D' list of MES contractors or on equivalent lists of other government departments, with demonstrable experience in similar work. All contractors must furnish a valid registration certificate from the Pakistan Engineering Council and bank statements as proof of financial standing. Contractors not on the MES approved list must provide departmental approval certificates, detailed financial statements with bank certification, staff details, tools and plant inventory, and documented experience from the past two years certified by a Class-I Gazetted Officer. Contractors not on the MES list or suspended from it must deposit earnest money equivalent to 2 percent of estimated cost in the form of FDR or Deposit At Call pledged to CMES (Navy) COMCOAST; this amount is refundable if pre-qualification is not granted or the contract is not secured.

Applications lacking the required information on the prescribed proforma detailing work executed during the last two years and in hand, including executing agency, amount, time allowed, completion dates, progress percentage, and departmental performance reports, shall not be considered for tender issuance. CMES (Navy) COMCOAST reserves the right to reject all bids or proposals at any time prior to acceptance without obligation to justify grounds. All inquiries should be directed to the COMCOAST office at PNS Karsaz.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a single-supply contract for furniture at a naval facility in Karachi.

The scope appears modest—a community center for Marines—suggesting a small to medium-value procurement. Critical for bidders: pre-qualification is mandatory and precedes tender submission, creating a two-stage process with compressed timelines (application deadline 18 September, tender submission 25 September). Non-MES-listed contractors face a significant barrier: they must produce Class-I certified documentation and post 2% earnest money. Experience documentation from the past two years is non-negotiable. The tight schedule between pre-qualification close and tender opening (only seven days) means applicants already on the MES 'D' list have a structural advantage.

Who can bid: Eligible firms must be on MES approved 'D' list or equivalent government department lists with prior relevant experience. All must hold valid Pakistan Engineering Council registration and provide bank statements. Non-MES-listed contractors typically must be registered with SECP/NTN and provide Class-I Gazetted Officer certification of financial standing and work history. Earnest money of 2 percent of estimated cost required from non-MES firms.
