The Provincial Highway Division, Hyderabad invites proposals from eligible consulting firms to provide detailed engineering consultancy services for the construction of an interchange, interchange road 30 metres wide road and 25 metres wide approach road at M.A Jinnah Expressway, construction of 01 number of pre-stressed concrete bridge over Shahrah-e-Bhutto linking Education City to Malir Expressway, and construction of a 1.04 kilometre road connecting Malir Interchange to Education City in Hyderabad, Sindh. The reference number is NO:E/TC/G-55/5329 and the estimated project cost is approximately Rs.108.251 million. The consultancy services include detailed engineering design and drawings, preparation of detailed working estimates, bill of quantities, revised PC-I and preliminary cost index, and geotechnical or soil investigation study for the specified scheme. This is a single-stage two-envelope procurement conducted in accordance with SPPRA Rules 2010 as amended up to date and through the ePADS platform. Eligible consulting firms registered with Pakistan Engineering Council with appropriate project profile codes and service codes, possessing valid National Tax Number and active registration with Federal Board of Revenue and State Revenue Board, are invited to submit technical and financial proposals through the ePADS portal. Interested firms must demonstrate specific relevant experience in detailed engineering drawing, design and construction supervision of major transportation infrastructure projects, particularly interchange roads and pre-stressed concrete overhead bridges over rivers with associated road infrastructure.

Who can bid: Consulting firms must be PEC registered with active status, hold valid NTN and FBR registration, maintain minimum average annual turnover equal to project cost over preceding five years, and possess 15+ years general experience with documented interchange and pre-stressed bridge assignments. Three-year audited financial statements, income tax compliance for five years, and affidavits per SPPRA requirements are mandatory. Blacklisting by government or international donors renders applicants ineligible.
