Description / Scope of Work
The Hydrocarbon Development Institute of Pakistan invites sealed bids for the procurement of TIN containers with plastic caps made of polypropylene or high-density polyethylene, fitted with wire seals and unique identity numbers to ensure tamper-proof sealing and traceability. This procurement is planned for the financial year 2026-27 and is being conducted in Karachi, Sindh Province. The project aims to acquire goods that meet stringent security and traceability standards, with procurement reference P101695. Eligible bidders are required to submit their bids through the e-Pak Acquisition and Disposal System (EPADS v2.0), which is the designated electronic procurement portal for all transactions.
All bids must be accompanied by bid security in the form of a Pay Order, Banker's Cheque, Bank Guarantee, Demand Draft, or a bid securing declaration as specified in the bidding documents. Bidders are required to be registered on EPADS v2.0 to participate in the procurement process. Those not yet registered can do so through the vendor registration portal at https://vendors.epads.gov.pk/. The procurement will follow the Single Stage-Two Envelope method using the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2004.

Sealed electronic bids must be submitted through EPADS v2.0 on or before the closing date at 12:00 PM, with e-bids opening scheduled for the same day at 12:30 PM.
