Description / Scope of Work
The Independent System and Market Operator (Guarantee) Limited (ISMO), a federal entity, invites prequalification applications for an Open Framework Agreement for the procurement of headhunting services classified as non-consultancy services. The framework agreement, referenced as FFW9532, will be established through a single-stage, one-envelope bidding process at the national level. The framework is intended to enable on-demand supply of headhunting services through subsequent call-off contracts over a 36-month contract period, with funding from the Annual Development Programme (ADP). This is a recurring framework arrangement designed to provide ISMO with flexible access to professional recruitment and talent acquisition services as needed during the agreement term.
The prequalification process is open to all national applicants who meet the specified eligibility and qualification criteria outlined in the prequalification documents. Interested applicants must demonstrate relevant experience, financial capacity, and technical capability to deliver headhunting services. The prequalification documents provide detailed requirements regarding organizational credentials, past performance records, and any relevant professional registrations or licenses. Applicants are advised to carefully review all eligibility criteria before submitting their prequalification applications to ensure compliance with ISMO's requirements.
Prequalified applicants will be invited to submit bids in response to subsequent invitations expected on Thursday, October 8, 2026. Complete prequalification documents are accessible through EPADS v2.0 (e-Pak Acquisition and Disposal System). The Open Framework Agreement is expected to be signed with the successful bidder(s) on Thursday, October 22, 2026. For further information and queries regarding the prequalification process, interested applicants should contact ISMO's Deputy Director, Zeeshan Khan, at ISMO, Pitras Bukhari Road, Sector H-8/1, Islamabad, or reach out via phone at +92-333-870-6847 or email at zeeshan.khan@ismo.gov.pk during official office hours.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
ISMO seeks prequalification for a 36-month headhunting services framework agreement, with final bid submission expected in October 2026.
This is a recurring framework, not a one-off contract, enabling ISMO to call off recruitment services as operational needs arise. National bidders only are eligible. The tight timeline between prequalification closure (September 22), bid invitation (October 8), and framework signature (October 22) indicates urgency. Headhunting firms must demonstrate prior experience delivering similar services and have organizational capacity to scale on-demand. The framework structure suggests predictable but variable volumes over three years.
Who can bid: The notice specifies that the prequalification process is open to all national applicants meeting eligibility and qualification criteria detailed in the prequalification documents. Typical requirements for headhunting services procurement typically include business registration (SECP), active NTN certificate, relevant prior experience delivering recruitment services, and financial stability. Specific exclusions or technical certifications required are not detailed in this invitation and should be confirmed in the full prequalification document.
