Description / Scope of Work
The Pakistan Software Export Board is inviting expressions of interest from qualified consulting firms and individual consultants for pre-qualification to provide consultancy services focused on ecosystem development, including policy analysis, formulation, reforms and industry data development. This is a national-level consultancy procurement planned for fiscal year 2026-27, with funds reserved under the Board's budget allocation. The engagement will support the software export sector through comprehensive policy research and structured industry intelligence gathering to strengthen Pakistan's competitive position in the global software and IT services market. Pre-qualified consultants will subsequently be invited to participate in the detailed Request for Proposals process, where the scope of work, deliverables, timelines and fee structure will be finalized.
The pre-qualification process is open to all national applicants — both consulting firms and individual consultants — subject to meeting the eligibility requirements outlined in the pre-qualification documents. Applicants must demonstrate relevant experience in policy analysis, economic research, sectoral reforms and data development within the information technology or business services sector. The pre-qualification documents will specify required qualifications, institutional capacity, prior project experience and technical credentials that consultants must possess to be shortlisted for the subsequent RFP stage.
Interested applicants must obtain the complete pre-qualification documents from the e-Pak Acquisition and Disposal System (ePADS v2.0) at https://epads.gov.pk/opportunities/federal/procurements/110551. Applications prepared in accordance with the instructions in the pre-qualification documents must be submitted through ePADS v2.0 on or before Thursday, 24 September 2026 at 3:00 PM. Applicants may contact the Program Manager at the Pakistan Software Export Board, Plot 61, 6th Floor, New State Life Tower, Jinnah Avenue, Blue Area, Islamabad, via phone +92-300-603-9929 or email mshoaib@pseb.org.pk for clarifications and further information during office hours.
