For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
EIDMC is procuring ongoing legal advisory services on a retainer basis, a recurring engagement typical of large organizations managing infrastructure portfolios.
FBR registration is mandatory, limiting the field to formally registered law firms. The September 2026 deadline provides reasonable preparation time. QCBS methodology means quality of legal expertise, firm reputation and experience with infrastructure/energy law will be weighted alongside cost—not a straight price competition. This suggests a substantial scope requiring senior legal counsel capacity.
Who can bid: Bidders must hold valid FBR registration and be enrolled on EPADS v2.0 prior to submission. Firms typically must demonstrate relevant experience in corporate or infrastructure law, though the notice does not explicitly state minimum years of practice or specific sectoral experience required for legal retainer work.
