Description / Scope of Work
The Police Department Operations Wing Lahore invites e-bids for the purchase of miscellaneous items and building materials under a framework contract for the financial year 2026-2027. The procurement comprises two categories: feeding and keeping items valued at Rs 2 million and building-related materials valued at Rs 4 million, for a combined estimated cost of Rs 6 million. This is a framework contract valid through 30 June 2027, managed by the DIG Operations Office located opposite Government Islamia College on Sheikh Abdul Qadir Jillani Road near District Courts in Lahore. The tender invites registered trading firms to quote rates for all items in each lot simultaneously, with the lowest cumulative quoted rate across the entire package determining the successful bidder.
Eligibility requires bidders to be registered with the Tax Department including Income Tax, Sales Tax, Punjab Sales Tax and Professional Tax. A bid security of 3 percent of estimated cost must be submitted as an original Call Deposit Receipt, Bank Guarantee, Demand Draft or Pay Order in favour of DIG Operations Lahore before the e-bid submission deadline. Technical samples or brochures specifying item details are mandatory and must accompany the technical proposal. Bidders must provide proof of Professional Tax clearance for financial year 2025-2026. Only importers themselves may claim tax exemption subject to FBR certificate in their own name; no sub-vendors or resellers may claim tax relaxation. Conditional quotations are not accepted, and all rates must include applicable taxes unless the bidder is an eligible importer.
Bidding documents are available free of cost from the PPRA website at http://ppra.punjab.gov.pk and the ePADS portal at http://punjab.procure.gov.pk. Complete e-bids must be submitted online via the e-Procurement System at https://punjab.eprocure.gov.pk on or before 22 September 2026 at 11:00 AM, with bid opening scheduled for the same date at 11:30 AM at DIG Operations office. Bidders must deliver items at their own cost to the DIG Operations store in Lahore, including all loading and unloading. A performance guarantee up to 10 percent of approved rates is required with delivery for items where applicable until warranty expiry.
