The Government of Khyber Pakhtunkhwa is issuing this notice to inform vendors, contractors, and suppliers about mandatory registration and participation procedures on the E-Pads Portal for all procurement activities during the financial year 2026-27 across KPK province. This notice establishes the framework for single-stage, single-envelope bidding procedures and outlines essential compliance requirements for all participants seeking to bid on government contracts and tenders issued through the digital procurement platform. The scope encompasses all categories of procurement including goods, services, and works, with registration and bid submission facilitation through the centralized E-Pads Portal system.
Eligible bidders must comply with all regulatory requirements including valid NTN registration, KPPRA compliance, Active Taxpayer status verification, and EPADS registration certification. Bidders are required to submit proof of registration with relevant tax authorities and maintain current EPADS credentials. Bid security is stipulated at eighty percent (80%) of the contract value with an additional two percent (2%) contingency deposit requirement. All supporting documentation including affidavits, proof of funds availability, and professional certifications must be notarized and submitted along with the bid package.
Bid documents are available on the E-Pads Portal from the announcement date, with submission closing at 11:00 AM on September 24, 2026. Opening of bids will commence at 11:30 AM on the same date at the EPADS office.
