Description / Scope of Work
The Communication & Works Department of the Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and bidders for two road construction and rehabilitation projects under the E-Pak Acquisition and Disposal System (EPADS). The first work involves construction and reconstruction of Sulatanr Road (5 km) providing access to new potential tourist sites at Malakand Division, while the second comprises construction and rehabilitation of Gabin Jabba Road (4 km). Both projects fall under the Annual Development Programme for 2026-27 and are open to participation under the KPPRA Procurement Rules 2014 as amended through 10 May 2022. The works are categorized as C-3 and above, requiring technical and financial proposals submitted through the EPADS portal by 30 September 2026.
Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013 Act No. XXI of 2013. Bid security equivalent to 2 percent of the estimated BOQ cost must be submitted along with the original bid security and additional security instruments as per KPPRA Notification No. S.R.O. (14)/Vol:1-24/2021-22/60/58-71 dated 10 May 2022 and the Khyber Pakhtunkhwa Public Procurement (Bid Security Instrument Submission and Enforcement) Regulations 2025. Failure to submit original bid security and additional security instruments before the closing deadline will result in debarment for one year, while violations on a second occasion incur blacklisting for a minimum of three years as per Section 29 of KPPRA Act and Rule 44 of the Khyber Pakhtunkhwa Public Procurement of Goods, Works and Services Rules 2014.
Instructions to bidders and complete bid documents are available for download from the C&W Department website at www.cwd.gkp.pk or obtained in person on any working day. Technical proposals in the required format must be uploaded to the EPADS portal as part of the Technical Evaluation Applications. Financial bids of technically responsive bidders will be opened publicly on the date, time and venue communicated through EPADS after technical evaluation completion and approval.
