Description / Scope of Work
The Engineering Development Board (EDB) under the Ministry of Industries and Production is inviting pre-qualification applications from Electric Vehicle (EV) 2-Wheeler Original Equipment Manufacturers (OEMs) and Assemblers for the PAVE Phase-II and subsequent phases. This procurement is for electric bikes (EV-2 wheelers) classified as goods, with reserved funds allocated under the FY 2026-27 federal budget. The pre-qualification process is open to all national applicants meeting the specified eligibility criteria, and successful pre-qualified suppliers will be invited to participate in subsequent bidding processes for on-demand supply contracts with the government of Pakistan.
The pre-qualification process is designed to identify capable and qualified suppliers who can meet the technical, financial and operational requirements for supplying electric 2-wheeler vehicles. Only applicants who successfully complete the pre-qualification stage will be eligible to participate in the formal invitation to bid. Applicants must demonstrate relevant past experience in manufacturing or assembling electric 2-wheelers, adequate financial capacity, and proper registration and business credentials. The detailed eligibility and qualification criteria, including financial net worth and average annual turnover requirements, are specified in the pre-qualification data sheet and evaluation criteria sections of the tender document.
Interested applicants may access the complete pre-qualification documents through the e-Pak Acquisition and Disposal System (ePADS) portal at https://epads.gov.pk/opportunities/federal/procurements/115300. For further information, applicants should contact the Engineering Development Board (EDB) at the EDB complex building 5-A Constitution Avenue, Islamabad, by telephone at +92-300-955-8256 or email at ijazbacha@gmail.com. The closing date for submission of expressions of interest and pre-qualification applications is September 24, 2026.

EDB seeks pre-qualification of EV 2-wheeler OEMs/assemblers for multi-phase supply contracts under PAVE Phase-II, funded from FY2026-27 federal budget.
This is a gating mechanism—successful pre-qualification unlocks eligibility for subsequent formal bidding rounds, not immediate procurement. Scale appears medium-to-large given federal budget allocation and multi-phase structure. Key competitive advantage lies in demonstrated manufacturing/assembly capability, financial standing, and operational track record in EV 2-wheelers. Timeline is extended (closing Sept 2026), suggesting thorough vetting process. Applicants should prepare financial statements, past project evidence, and compliance documentation early.
Who can bid: Typically, applicants require SECP registration (Pvt/Public Ltd), valid NTN, and PEC/relevant sectoral certification depending on assembly operations. Notice specifies: demonstrated past experience in EV 2-wheeler manufacturing/assembly; adequate financial capacity (exact thresholds in data sheet, not stated here); proper business registration and credentials. Restricted to national applicants. Financial net worth and annual turnover criteria exist but are referenced within detailed tender documents only.
