Description / Scope of Work

The Directorate General of Archaeology, Government of the Punjab, invites sealed bids for the conservation of two significant historical monuments in District Attock: Behram ki Baradari and Attock Tomb. This is a Single Stage Two Envelope bidding procedure with an estimated cost of Rs. 63.507 million and a project completion deadline of 30 April 2027. The work encompasses structural preservation, restoration, and conservation activities at both heritage sites located in District Attock, Punjab province. The project is funded from the Government of Punjab's budget for heritage preservation and cultural conservation.

Bidders must be technically and financially capable of executing conservation works on historical monuments and must comply with all prescribed bidding requirements. A bid security of 5 percent of the estimated cost (approximately Rs. 3.175 million) is mandatory and must be submitted with the technical bid. Eligible bidders should possess relevant experience in conservation and restoration works, appropriate contractor registration, and the financial capacity to execute works of this magnitude. Bidders must also sign an Integrity Pact as a condition of participation.

Bidding documents are available from the Directorate General of Archaeology, located at 60-A, Garden Block, Garden Town, Lahore. Sealed bids comprising separate technical and price envelopes must be submitted by the specified deadline. The technical envelope will be opened first to evaluate qualifications, experience, methodology, and compliance with bidding requirements. Price bids of only technically qualified bidders will subsequently be opened and evaluated. Queries and clarifications should be directed to the Directorate General of Archaeology during the clarification period specified in the bidding documents.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.

This is a heritage conservation contract valued at Rs. 63.5 million covering two historical monuments in Attock district.

The two-envelope procedure separates technical qualification from price competition, meaning bidders must demonstrate conservation expertise, appropriate methodology, and project management capability before prices are even reviewed. The extended completion period to April 2027 indicates complex, specialized work requiring experienced heritage professionals. Contractors without documented conservation project experience are unlikely to qualify. The 5% bid security requirement (Rs. 3.175 million) signals substantial financial commitment expected upfront.

Who can bid: Bidders typically require PEC registration in relevant category for construction/conservation works, National Tax Number (NTN) from FBR, and SECP registration if a corporate entity. The notice specifically mandates an executed Integrity Pact. Experience in conservation or restoration of historical structures is expected, though not explicitly quantified in the extract. Financial capacity to handle Rs. 63.5 million contract is implicit.
