Description / Scope of Work

The Highways Division, Muzaffargarh, Punjab, invites tenders for dualization and improvement of a metalled road from Muzaffargarh via Alipur, Head Punjnad, Taranda, and Muhammad Pannah road (N-70) to District Boundary Muzaffargarh (M-5). The project covers Phase-I with a length of 12.00 km in Muzaffargarh District, with an estimated cost of PKR 3,011.218 million and an earnest money deposit of PKR 150.561 million. The contract duration is 18 months and encompasses road construction, pile foundation bridge work, and allied structures including side drains in both urban and rural settings. This is a significant infrastructure development scheme under the Punjab Public Procurement Rules (PPRA 2014), published on the Punjab e-Procurement System.

Eligible bidders must be renewed and enlisted with the Pakistan Engineering Council (PEC) in category C-A, with valid legal entity certificates from SECP (along with certified copies of Form 29 and Form A) or from the Registrar of Firms for local entities. All applicants must hold valid certificates of registration with Income Tax, Sales Tax, and PRA authorities. Foreign firms must provide equivalent registration documents from their home country's relevant authorities. Bidders are required to submit affidavits on non-judicial stamp paper (PKR 1000 value) confirming non-performance history within the last ten years, absence of blacklisting or default by any government agency, and correctness of supplied information. A litigation and dispute settlement history for the preceding ten years must be provided (PQ Form 15), or an affidavit confirming no such history. Bid Security of 5% of the estimated cost must be submitted digitally via the Punjab e-Procurement System only; physical securities are not accepted. The Performance Guarantee requirement is 10% of the contract amount, payable within 15 days of offer letter receipt through digital means.

Bid documents must be downloaded from the Punjab PPRA website (https://ep.punjab.gov.pk) and all proposals submitted electronically via the e-Procurement portal; manual submission is not entertained. The Technical Bid will be opened on 28 September 2026 at 01:00 PM by the tender opening committee, with the Financial Bid opened subsequently for technically qualified vendors at the office of the Commissioner, D.G. Khan Division. Selection among technically qualified bidders will be determined by the lowest evaluated financial bid subject to submission of performance guarantee. Rigid pavements must be laid using concrete batching plants and paving machines; TST, DST, and surfacing must be executed using mechanized systems. Contractor claims must be submitted electronically and processed through the Digital Measurement Book.
