Description / Scope of Work
The Communication and Works Department of the Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and bidders under the KPPRA Procurement Rules 2014 (Amended) using a single-stage two-envelope E-PAD system. Two road construction projects are being procured: Construction of Shalowzan Road to Luqmankhel Village (4.5 KMs) in Kurram Upper requiring C-4 & Above category with estimated cost Rs 33,200, and Construction of Nastikot Road from Baldy Chari to Rowza Check Post (7 KMs) in Kurram Lower requiring C-3 & Above category with estimated cost Rs 69,100. Both projects are located across Kurram district and surrounding areas, with contract periods to be executed as per work order. The tender reference number is 251397 and this procurement follows the E-PAD portal system for transparent competitive bidding.
Bidders must satisfy eligibility criteria including mandatory possession of appropriate PEC (Pakistan Engineering Council) contractor categories as specified for each work: C-4 & Above for the Shalowzan project and C-3 & Above for the Nastikot project. Bid security deposit is required at 2% of the Engineer Estimate for bids quoted up to 10% below estimate. Contractors quoting bids between 10% to 20% below estimate must submit 8% additional security along with 2% base security and accompanying detailed rate analysis. Contractors quoting more than 20% below must include detailed rate analysis; failure to comply results in bid rejection. All supporting documents including machinery details, equipment ownership papers and affidavits on stamp paper are mandatory attachments to the technical proposal.
Bid Solicitation Documents (BSD) can be downloaded from the KPPRA e-PAD website (kpprasure.gov.pk) or obtained from the office on any working day before submission deadline. Original call deposit and tender fee documents (non-refundable) must be enclosed in the financial bid on stamp paper before technical proposal closure. The pre-bid meeting is scheduled for 05.10.2026 at 11:00 AM at the Upper C&W Division office in Kurram. Technical bids will be opened on the same day at 12:30 hours, with financial bid opening to be announced after technical bid approval. Submission deadline is 07.10.2026 at 12:00 hours. All prevailing KPPRA rules apply and the Competent Authority reserves the right to reject any or all bids.
