Description / Scope of Work
House Building Finance Company Limited invites expressions of interest for the prequalification and appointment of advertising agencies to promote its corporate image, products and other advertising needs for the period 2026–2028. The procurement is being conducted under Rule 36(a) of the Public Procurement Rules 2004 via single-stage-one-envelope procedure. Interested agencies must possess a complete advertising set-up including Client Service, Media, Creative and Art Departments with in-house production facility and demonstrate at least ten years of experience in handling multi-channel marketing for their clients across Sindh province.
Eligible bidders must be enlisted or accredited with the Press Information Department (PID), All Pakistan Newspapers Society (APNS) and Pakistan Broadcasters Association (PBA). Additionally, applicant agencies are required to be on the Active Taxpayers List of the Federal Board of Revenue (FBR). Submissions must include comprehensive application profiles along with creative and artwork deliverables such as concepts, copies, sketches, preliminary designs, storyboards and scripts as specified in the detailed EOI document.
The detailed Expression of Interest document containing the complete Bill of Quantities, Scope of Work and Eligibility Criteria is available for free download from the HBFC website at www.hbfc.com.pk and also from the PPRA portal at www.ppra.org.pk. Interested agencies must submit their profiles at HBFC Head Office, 3rd Floor, FTC Building, Shahrah-e-Faisal, Karachi on or before 28 September 2026 at 11:00 am. Selection will be conducted in accordance with the Advertising Policy guidelines issued by the Press Information Department (PID). HBFC reserves the right to accept or reject any or all expressions submitted.
