Description / Scope of Work
The Higher Education Commission invites bids from eligible Microsoft Authorized Licensing Solutions Partners for the supply of Microsoft Office 365 licenses under the Enrollment for Education Solutions agreement, alongside operations support, migration services, and capacity building under the Education Transformation Agreement. This initiative aims to empower Pakistani higher education institutions with full administrative control over their digital assets by transitioning existing centralized Microsoft 365 tenants into independent institutional tenants. The project scope includes supplying and provisioning Education for Education Solutions licenses, managing central tenant infrastructure, executing tenant-to-tenant migrations on demand, and delivering Education Transformation Agreement training activities across the higher education sector. The total estimated contract value is Rs. 3,000,000. Bidders must be bodies duly recognized in Pakistan and registered with the Federal Board of Revenue for tax purposes. They should possess sufficient financial, technical, and human resources to complete the project within the prescribed timeframe. Bids must be submitted via the PPRA ePADS e-Procurement System portal along with a scanned copy of a Pay Order or Bank Draft for Rs. 3,000,000 in favor of the Director General (Finance), Higher Education Commission, Sector H-9, Islamabad. The submission deadline is September 29, 2025, at 11:30 AM, with bids opening the same day at 12:00 PM at the HEC Auditorium Block, Sector H-9, Islamabad. Alternatively, the original Bid Security of Rs. 3,000,000 must be submitted in person to the Central Procurement Cell, Basement, Executive Block, HEC H-9, Islamabad, by September 29, 2025, at 11:30 AM. The pre-bid meeting is scheduled for Thursday, September 17, 2026, at 11:00 AM at PERIN Secretariat, Higher Education Commission, Sector H-9, Islamabad, with an online link provided for remote participation.
