Description / Scope of Work
FESCO Faisalabad, the Chief Engineer (Operation), invites electronic bids through EPADS V2.0 for twelve infrastructure contracts valued between PKR 2 million and PKR 5 million across multiple divisions in Punjab. The tender encompasses carriage and erection of HT/LT PCC spun hollow poles (31, 36, and 45 feet) from designated and non-designated pole plants, as well as comprehensive stringing of HT lines with ACSR conductors and installation of transformers (ranging from 10 KVA to 200 KVA) along with stay rods and foundation work for HT/LT structures. Work is distributed across Jhang Circle (Jhang-I, Jhang-II, and Sultan Bahoo Divisions) and Toba Tek Singh Circle (Toba Tek Singh, Kamalia, and Gojra Divisions), with all activities to comply with PEPCO/WAPDA specifications for deposit and emergency maintenance works. The total estimated project value exceeds PKR 30 million with a uniform completion period of twelve months for all contracts.
Eligible bidders must hold a valid Pakistan Engineering Council (PEC) certificate for 2025-26 in Category C-6 and above (up to C-1) with specialization codes EE-04 and EE-05. Contractors must be registered in the active tax payer list (ATL) with valid income tax returns for the last financial year, submission of sales tax registration with Punjab Revenue Authority (PRA), and valid FBR registration. Bidders having completed contracts of similar nature awarded by WAPDA, NTDC, or DISCOs within the past ten years with a consolidated value at least equal to the tender amount will provide 5% performance security; new entrants must provide 10%. All bidders must demonstrate cash or cash equivalents equal to 20% of contract value supported by bank statements of the last three months. Bid security of 2% on the tender amount from any scheduled bank of Pakistan is mandatory, valid for 28 days beyond bid validity period of 120 days.
Electronic bids prepared according to e-bidding document instructions must be submitted through EPADS V2.0 on or before 30 September 2026 at 12:15 PM, with opening scheduled for the same day at 12:45 PM. Manual bid submission is not permitted. Bidding documents containing detailed terms, conditions, specifications, and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Prospective bidders may obtain further information from the Offices of Superintending Engineers (Operation) at Jhang and Toba Tek Singh Circles FESCO on or before 25 September 2026. Procurement follows Public Procurement Rules-2004 with Least Cost Based Selection (LCBS) technique under Open Competitive Bidding methodology.
