Description / Scope of Work
Pakistan National Shipping Corporation (PNSC) invites sealed competitive bids for the dry docking and associated repairs including 4th Special Survey of the motor tanker Shalamar. The procurement is being conducted under PNSC's procurement policy section 4.17 using a single-stage one-envelope bidding procedure. The contract scope covers comprehensive dry dock services, marine engineering works, and the mandatory fourth special survey certification required under international maritime regulations. Funds have been reserved for financial year 2026-27 to cover eligible costs under this contract for the vessel's maintenance and regulatory compliance.
Eligible bidders are well-established shipyards and dockyards registered with the appropriate national or statutory incorporating bodies in Pakistan or foreign countries. Foreign bidders must be locally registered before participation. Bidders must not have conflicts of interest, cannot be bankrupt or blacklisted, and must comply with all legal requirements to execute the contract effectively. Joint ventures, consortiums and associations are permitted with a nominated lead member holding power of attorney. Subcontracting of more than ten percent of the bid price requires detailed proposals. All goods and services must originate from eligible source countries as specified in the tender documents.
Bidding documents are available free of cost from PNSC's office in Karachi (15th Floor, PNSC Building, M.T Khan Road) Monday to Friday from 0900 to 1700 Pakistan Standard Time, or may be downloaded from https://www.pnsc.com.pk/tenders/Shalamar-Drydock-2026.zip until October 15th, 2026. Sealed bids must be submitted by email to shalamar.drydock@pnsc.com.pk no later than 1100 hours PKT on October 15th, 2026, with opening scheduled for 1130 hours the same day in the presence of attending bidders. PNSC reserves the right to accept or reject any or all bids in accordance with PPRA 2004 regulations.
