Description / Scope of Work
Pakistan Water & Power Development Authority (WAPDA), through its Resident Engineer (Operations & Maintenance) at Duber Khwar Hydel Power Station in Pattan, Kohistan (Lower), Punjab, invites electronic bids for the procurement of electrical equipment on Delivered Duty Paid basis. The procurement comprises six units of Current Transformers (CT), six units of Voltage Transformers (VT), and two units of Energy Meters. This is a straightforward equipment supply contract with a 120-day completion period valued at approximately PKR 664,000 in bid security requirements. The location is Pattan in Kohistan Lower district of Punjab province.
Bidders must be registered with the Federal Board of Revenue (FBR) on the active taxpayer list (ATL), hold current Income Tax and Sales Tax registrations, and be duly licensed with the Pakistan Engineering Council (PEC) in the appropriate electrical procurement and works category. Original equipment manufacturers, authorized distributors, suppliers and contractors are all eligible to bid. Bid security must be furnished in the form of a CDR (Circular Demand Promissory Note) in original, with amounts of PKR 640,000 for the transformer procurement and PKR 24,000 for the energy meter procurement, payable to the Resident Engineer at Duber Khwar Power Station and reaching the office on or before the bid closing date and time. Insurance guarantees are not acceptable.
Electronic bidding documents containing detailed terms, conditions, specifications and requirements are available for registered bidders on EPADS (www.eprocure.gov.pk). Bids must be submitted electronically through EPADS no later than 1100 hours on 14 October 2026; manual bids will not be accepted. Electronic bids will be opened on the same day at 1130 hours at the office of the Resident Engineer (O&M), Duber Khwar Power Station, WAPDA, Pattan, in the presence of bidders' designated representatives. A Single Stage Single Envelope procedure applies. The bid validity period is 60 days.
