Pakhtunkhwa Highways Authority invites sealed bids from eligible contractors for construction of a road from Jowkhelo to Jowar District Buner, a 15-kilometre stretch in Khyber Pakhtunkhwa province. The estimated project cost is Rs 493.758 million. This is a Single Stage Two Envelopes procurement conducted under KPPRA Procurement Rules 2014 via the ePADS e-procurement system. Bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Pakistan Engineering Council (PEC) in the relevant category and field of specialisation for fiscal year 2026-27, demonstrating adequate financial soundness, relevant experience, necessary personnel capabilities, and required equipment.
Eligible bidders must hold PEC category C-3 or above with CE-01 Code registration. Bid security of 2 percent of estimated cost must be submitted in hard form in a sealed envelope separately marked Bid Security. A non-refundable tender entry fee of 0.03 percent of estimated cost must accompany the tender entry fee and affidavit. Pre-bid joint ventures comprising PEC-qualified members are permitted if a duly signed agreement is submitted with the technical proposal. Call deposits or bank guarantees issued by scheduled banks are acceptable.
Bidding documents including priced BOQ, engineer's estimate, instructions to bidders, and evaluation criteria are available on the PKHA website (www.pkha.gov.pk) and the ePADS system (https://kp.eprocure.gov.pk) for download. Both technical and financial bids must be submitted online through ePADS. Bid security and tender entry fee with affidavit must be delivered in hard sealed envelopes to the Deputy Director (Procurement), PKHA Head Office, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar, on or before 06 October 2026 at 1200 hours. Technical bids open at 1230 hours the same day; financial bids open only after technical evaluation approval.
